the urban search and rescue program that the san francisco fire department puts on for the navy and the marines, and that is a very successful program. we started in 2010. in 2011 what we realized is that every marin is a rifle man and every sailor is a firefighter. and, so, conversely, the navy last year, they're going to do it again this year, invites the fire department on board the ship to learn shipboard firefighting techniques. and with that i'm going to introduce chief joanne hayes white. forces will have in san francisco. the fleet week association also, as i say, has a humanitarian and response. along with the civilian disaster response community, we'll have a senior leader seminar taking place on thursday and friday in which the military and the civilian community learn from one another on how to provide disaster response. i should mention that on wednesday morning out at ocean beach, the marine corps and the navy are setting up what's called the shock trauma platoon, a field hospital you and i might think of as a mass unit. and coming into ocean beach in cooperation with the national park service is what we call an lcac, acronym, landing craft air. it will be a demonstration of how medical supplies will be brought in by amphibious supplies during a disaster. out of lake merced, we'll be landing helicopters to demonstrate medical evacuation procedures to the civilian community. having said all that, we have a cast and characters here to speak today and we'll be available for questions afterwards. we have major general mike meyer, retired marine corps. he is the

of the san francisco bay area. fleet week for many years in san francisco was a somewhat [inaudible] affair and it has been transformed into this great coming together by the military and the first responders, the great coming together of our uniformed personnel and a great [speaker not understood] of san francisco. this amazing transformation in the last few years was due primarily to the vision and the dedication of three people, george and charlotte schultz and mike myers. i'd like to pause to thank all three of them for this work. amending the san francisco business and tax regulations code section 906.3-1 to clarify how members of the citizen's advisory committee for the central market street and tenderloin area shall be appointed for their initial terms. >> thank you. this is actually a minor amendment that i wanted to introduce on the business and tax regulation code clarifying how many members of the citizens have iery committee for the central market street and tenderloin area shall be appointed for their initial term. when we initially passed this ordinance, we did make a mistake when describing the staggering of the terms. this amendment simply addresses the issue requiring that the terms be staggered for all members. so, i i'd just like to offer one amendment on page 4 line 7 to read, "prior to november 1st, 2012." and also we had, as i said, we only had nine of the members have staggered terms instead of the full 11-member body. seeing no further questions, at this time we will open up for public comment on this item. seeing none, public comment is now closed. colleagues, we have a motion to move thi

for those who have participated here in san francisco fleet week over the last several years. the focus is on integrated planning with civil authorities, swift operations and mobilization, utilization of installations, capabilities and personnel, enhanced organizational effectiveness and improved doctrine, education, training and exercises. the directive comes with an already increased attention on dsca which we have seen the development of courses and training now delivered at multiple professional military education programs and other venues and the maturing of thinking and policies since 9/11 and katrina. there is a recognition within this analysis that there are gaps in awareness of the capabilities dod can provide in complex catastrophes, as well as the inherent complexities and lack of understanding in our various chains of command and our authorities. the report recognizes what we have used to drive the dsca portion of fleet week, that local authorities are likely to be overwhelmed in a complex catastrophe and that the president will direct support to civil authorities. that san

and county of san francisco. we will have presentations first. we may have questions from colleagues, including myself. and then we will open up for public comment. and this is a time to give feedback and also questions and concerns to us on the board. and then we'll continue the conversation after that. i also want to acknowledge that many of our residents have been writing to us about the outages, the electricity outages that have been going on the island. well, that's not the subject of the hearing today, i just want to let you know that that's something that our office is working on. we're convening the public utilities commission and the city administrator's office and tida to see what we can do to support the aging infrastructure through which our electricity runs through. as many of you know, this is the infrastructure that -- well, actually we haven't inherited yet, but it's currently owned by the u.s. navy. it's aging. they haven't put in the investment to improve it mainly because when the new development goes in, we're going to set up an entirely new grid for electricity.
